The
responsible area is the outside plant between two exchanges
(for junction cable), and the outside plant between the
exchange and DPs (for the local distribution cable). At
exchange, the demarcation point for the copper cable is
line side on Main Distribution Frame (MDF) and for the
external optical fibre cable is Lightline Fibre Distribution
Frame (LDF), or the other point agreed by PCCW and the
Sub-contractor. At the customer buildings, the demarcation
point for the copper cable is the DP (either Subscriber
Main Distribution Frame (Sub-MDF) or the main DC), underground
local copper cable is also included if exists. For optical
fibre cable, the demarcation point is the Fibre Distribution
Case (Fibre DC) and the associated internal optical fibre
blockwiring cables or the other point agreed by PCCW and
the Sub-contractor. The Sub-contractor shall carry out
all necessary corrective maintenance actions to rectify
the outside plant faults and defects in the responsible
areas and improve the outside plant condition through
preventive maintenance actions. Figure 1 shows a typical
outside plant and the responsible area for maintenance
services.

Copper
Cable Network is formed by external copper cables
which include the underground cables and overhead cables.
The copper cables are polyethylene sheathed multi-pair
copper cables which are used by PCCW for providing telephone
service, telecommunication services and the broadband
service to PCCW's customers. The cable is laid between
the exchange and the buildings including the underground
cable from the building to the building terminated at
the Sub-MDF or the Main Distribution Case (Main DC). The
overhead cable is the polyethylene-sheathed aerial cable
on poles or the cable between the pole and the joint box
in the rural area.
Optical
Fibre Cable Network is formed by external optical
fibre cables. The fibre cable is the polyethylene sheathed
multi-fibre cable which is used by PCCW for providing
telecommunication services and the broadband service to
PCCW's customers. The cable is laid between the exchange
and the buildings/external RADSL cabinets. The fibre cable
is terminated on the Fibre Distribution Case at the buildings.
Outside
Plant Equipment means the lightning protector
units, PCM underground repeater, ONU, the outside cabinets,
the outside RADSL cabinets, the loading pots, and so on
which are installed in the copper cable network or the
fibre cable distribution network for providing or protecting
telephone service, telecommunication services (e.g. telephone
and fax service) and the broadband service.
Cable
Pressurization Network means the copper cables
and the fibre cables which are pressurized by dry air
at exchanges. The copper cable above 100-pair and the
fibre cable of 12-fibre or above are pressurized.
